  To activate the AMBER Alert Notification Plan in Illinois, law enforcement agencies must ensure the following criteria
are met:
     
1.  Law enforcement must confirm a child has been abducted.
     
2.  The child must be under the age of 16 or have a proven mental or physical disability.
     
3.  Law enforcement must believe the child is in danger of serious bodily harm or death.
     
4.  There is enough descriptive information about the child, abductor, and/or suspect’s vehicle to believe an immediate broadcast alert will help.
     
  The AMBER Alert Notification Plan is a tool for law enforcement to promptly notify the media of a confirmed abduction so the information can be broadcast to the public for assistance in locating the child and/or abductor. AMBER is a voluntary program for law enforcement and the broadcasters. AMBER is NOT the entire missing child investigation.

Illinois AMBER Alert - Law Enforcement

Public Act 093-0310 requires that the Illinois AMBER Plan Task Force, “conduct a training program for law enforcement personnel of local governmental agencies in the state coordinated child abduction alert system”.


Activation Process

Activation of the AMBER Alert Notification Plan can be initiated by a local law enforcement agency or by
ISP. If for any reason the local law enforcement agency is unavailable, ISP will conduct the investigation.

Once the contacted agency receives a report, the following process should be followed:

  • Confirm that an abduction has taken place and the Illinois AMBER Alert criteria have been met.
  • Notify the nearest ISP district call the Illinois State Police Communication Center (SCC), or fax the AMBER Fax Packet.
  • Include detailed information which could be helpful to the public in identifying the child.
  • Designate a department contact for ISP SCC (include a name and telephone number).
  • Designate a secondary number to list for media contacts.
  • Local law enforcement agencies must follow intradepartmental policy regarding the actual investigation process involving any abducted/kidnapped child incident which takes place within their jurisdiction.
  • Disseminate necessary abduction information via a LEADS/NLETS message (sent ISPERN messages shall be coordinated through the ISP district of occurrence.
  • If a current portrait of the child is available, forward it electronically along with a copy of all abduction details/summaries to the ISP Clearinghouse for Missing and Exploited Children Manager (missing@isp.state.il.us)

Law Enforcement Training & Standards Board

The Illinois Law Enforcement Training and Standards Board is the state agency mandated to promote and maintain a high level of professional standards for law enforcement and correctional officers.

The Illinois AMBER Alert Task Force is working with the Law Enforcement Training and Standards Board to provide additional training programs, materials, and resources specifically covering the State of Illinois AMBER Alert plan.

LOCATER - LogoLOCATER, Lost Child Alert Technology Resource, is a cutting-edge Web-based program that enables law-enforcement agencies to rapidly distribute critical images and information about missing-child cases.

Using the secure LOCATER web site, law-enforcement agencies can easily create their own missing person posters and instantly transmit them electronically to other agencies, the media, and the public via the Internet. Both sending and receiving agencies can print high quality posters for distribution at roll calls, at incident command posts, and to the community. The LOCATER program is provided to law-enforcement agencies free-of-charge.
